In October 5, 201 0, the recent program on Philippine Education as part of President Benign Info Aquinas Oils Educational Reform Program was the instituting of the K- 12 Education plan. The Pony Administration believes that adding more years to basic education in the Philippines could help solve the problems of unemployment, keep with global standards, and help Filipino students to have more time to choose the career that best suits their skills. Psychologica lly speaking, the short education program affects human placement of the Filipino children. A Filipino is legally a child before he or she turns 18 years old. Psychologists and educators say that children under 18 are generally not emotionally prepared for entrepreneurship or employment or higher education disciplines.Commonly, Grade six pupils graduate at the age ranging from 11-13 years old, and fourth year high school students graduates at the range Of 15-17 years old. Therefore, these learners are still considered children and they are not capable to handle serious situations like decision making and work task. In the Philippines, there is a reverting practice which is called, Honing as Bung, meaning a fruit which was taken from the trunk of the tree. The ripened fruits which were taken from the trunk of the tree are more sweet and tasty compared to fruits which were taken ahead of time. The goal of the K- 12 Basic Education Program is to create a functional basic education system that will produce productive and responsible citizens equipped with the essential compete ncies and skills for both life long learning and employment. This program will enhance the basic education system to full functionality to fulfill the basic learning needs of students. This is in line with the agenda of the President Aquinas of having quality education as a long term solution to poverty, in order to achieve these goals. The program has the following twin objectives: To give every student as opportunity to receive quality education based on an enhanced and decongest curriculum that is internationally recognized and comparable; Develop a curriculum that is rational and focus on excellence; Produce a pool of highly qualified and adequately trained teachers; Achieve high academic standards, especially in Mathematics, Science and English at all levels;Produce graduates who are globally competitive and whose credential are recognized internationally; To change public perception that high school education is just a preparation for college; rather, it should allow one to take advantage of opportunities for gainful career or employmen t and/or self employment in a rapidly changing and increasingly globalizes environment; Produce graduates who possess skills and competencies that will allow them to be productive members of the society or pursue higher education; through coordination between the academic and business sectors, to change industry ring practices into account the enhance skills and competencies of K 12 graduates. CHAPTER II: REVIEW OF RELATED LITERATURE This chapter must compose of related literatures and studies and related readings. The researcher has gone through intensive readings of materials, both printed and downloaded through internet which has a great significance o problem during the course of thesis writing. According to the Newspaper article entitled K-1 2 Program, an answer or a burden? by C. P Valors. Many Filipinos want to enhance their thinking ability and their knowledge, some of them are spending money so they can go to other country to have their study in other country because they thought that when you study in other country you will be famous. As of now our government, especially ACHED and Doped implemented a K to 12 program, which allows the student to enroll into two more years in the secondary level before being able to pursue any degree in college. Some people think that his will help them for being more efficient in their knowledge but still there are people thinks that this is a burden for them, burden in the case of money and time. This is the things that comes in their mind, but if they think it in a positive way, many things will change and improve, for example we can be globally competitive and they can be more efficient and more knowledgeable. Parents must not think in financial problem, yes this will cost a lot of expenses but if you will see it in a positive side, maybe their son or daughter can get higher positions in their job, especially serving our country. This is an answer for our future days, the youth of tomorrow will be the one that will help us for the improvement of this country.Marathons (2011 ) conducted a related study about the Perception of Students and Parents involved in Primary to Secondary School Transition Programs. Transition programs, of different formats and complexities, based on both Australian and international research, have been introduced in some schools to facilitate transition. The aims of this research were to investigate and compare the perceptions of students, parents and teachers involved in several of these programs and to examine the extent to which transition orgasm can alleviate issues associated with transition between primary and secondary schools. Although executive staff and teachers also provided valuable information and perceptions. According to the K-12: Beneficial or a scourge? Article, This Debate is on whether the government should put its limited resources on the Enhanced K-1 2 Basic Educa tion Program which will add TV years to our present 10-year basic education. The enhanced K-12 program as many now know, will have kindergarten, 6 years of elementary education, four years of junior high school (Grades 7 to 10), and two years of senior high school. According to the 2010 Department of Education Briefing Report, the last two years (Grades 11 and 1 2) will provide time for the student to consolidate acquired academic skills and competencies. It plans to complete the enhanced 1 2-year curriculum and start with incoming Grade 1 students of SYS 2012-2013.The rationale for the two years is to decongest and enhance basic education curricula, provide quality learning and be at par with other countries in Asia which provide more years for basic education. Now, a lot of students were alarmed. Some argues that this program will serve as an extra expense of our overspent while some says its a big opportunity for us to produce well experienced, competitive and international skilled graduates. Coalman (2012) conducted a study about the implementation of the K 12 Education Reform in Stars Schools, this study is a reform of education for a new era, because it views education as the key to the nations economic and social progress. This study, o ne of a number of RAND studies that trace and document the reform process in Qatar, was designed to assess progress made in the first years of the K-12 reforms implementation in Stars schools and the perception of the parents on the Implementation of the K 12 program. According to l. Cruz (2010). Parents have to shell out more money (for transportation and food) for the education of their children. The government does not have the money to pay for two more years of free education, since it does not even have the money that fully support todays ten years. Doped must first solve the lack of classrooms, furniture and equipment, qualified teachers, and error-free textbooks. We can do in ten years what everyone else in the world takes 12 years to do. Why do we have to follow what the rest f the world is doing? We are better than all of them. Filipinos right now are accepted in prestigious graduate schools in the world, even with only ten years of basic education. As far as the curriculum is concerned, Doped should fix the current subjects instead of adding new ones. The problem is the content, not the length, of basic education. As an editorial put it, we need to have better education, not more education. A high school diploma will not get anybody any. Verve, because business firms will not hire fresh high school graduates. Every family dreams of having a child graduate from college. While dents are stuck in Grades 11 and 12, colleges and universities will have no freshmen for two years. This will spell financial disaster for many private Higher Education Institutions (HESS). The drop-out rate will increase because of the two extra years. Narrates (201 1) conducted a study about the Effects of Broken Homes among Early Teenagers to their Academic Performance this studies cited by the researchers have also shown that the country education program is equivalent to the 12-year education cycle followed abroad except that it IS being completed in only 1 0 years. These researches analyze and study what ill be the effects of the K+12 educational systems to the country, parents, and students.Manual (2012) conducted a study about the Enhanced K- 12 program as Perceived by the Parents of Grade Six Pupils at Boa District, Boa Canaries Sure, School Year 2011-2012, this study id related to the researchers study because this focus on the perception of parents and reactions on K -12 implementation only differ on the respondents because this study has a wider respondents than the researchers study. According to an article entitled Why does the Philippines Needs the K+12 Education System? By A. T Above. Starting this coming school year 2012- 201 3, the current education system of the Philippines will be enhanced from the 10- years of basic education into 12- years through the program called the K-1 2 Education Plan of the Department of Education. The implementation of the K- 12 education plan in the Philippine Basic Education Curriculum is the key to our nations development. Though the government will face many problems in the long run of the implementation of the program, there really is a need to implement it because the enhancement of the quality of our education is very urgent and critical. Here are some of the good reasons not to disagree with K- 12 education plan in the Philippines according to Again Cruz (2010) in one Of his columns in a local newspaper: Sufficient Instructional Time, More Skilled and Competent Labor Force, Recognition as Professionals Abroad, and What We Are. Filipinos are known to be competitive in the international community. While this may be true , our current education system hinders us in becoming more competitive among other countries. The K- 12 education plan offers a great solution to that problem. However, it is undeniable that there seems to be problems arising as we implement the aerogram such as lack of government budget, classrooms and school supplies as well as the teachers. But, if we focus on the long- term effect of K- 12, we can conclude that it is very beneficial to us Filipinos. Therefore, we must have the strong will in supporting K- 12 Educational Plan for the betterment of our education system and economy. Remember, if we want change in our society, we must start it with our education system. According to D. L. Lucas (2014).
